Mexico City government pays more than 1.4 million pesos to Norberto Rivera

The Mexico City government paid more than 1.4 million pesos to Cardinal Emeritus Norberto Rivera after winning an injunction against the payment of taxes and fees for the purchase and sale of two apartments in the Mitikah Tower, which cost more than 10 million pesos each.

This Tuesday, Elizabeth Trejo Galán, Twelfth District Judge in Administrative Matters in Mexico City, announced that the capital authorities had already complied with the injunction ruling, which declared the Real Estate Acquisition Tax (ISAI) charged in Mexico City to be disproportionate, as well as the diverse payment rates for fees to register the purchase and sale of real estate with the Public Registry of Property and Commerce (RPPC).

On April 29, Proceso reported that the judge issued the injunction ruling in favor of Norberto Rivera, effective May 23, 2024, but it was challenged by the Mexico City government. The appeal was resolved in December of last year, and with that, in January of this year, the judge began to require compliance with the ruling.

In the injunction, the Cardinal Emeritus challenged the payment of the ISAI (Spanish Property Tax) for two apartments he acquired in March 2024 in the Torre Mítikah, south of Mexico City, which cost him 11,289,831 pesos and 12,080,85 pesos, respectively.

In the ISAI, the prelate paid 651,101 pesos and 700,150 pesos.

He also paid the registration fees for the sales with the RPPC (Spanish Property Registry), which cost him 23,061 pesos for each apartment, despite the fact that there is a general fee of 2,302 pesos for procedures similar to those registered by Rivera.

Consequently, by declaring these charges disproportionate, the judge ordered the Mexico City Treasury to return 1,437,073.78 pesos to the cardinal.

With the official declaration issued this Tuesday that the sentence has been satisfied, it means that Norberto Rivera has declared himself satisfied with the payment he received from the Mexico City government.
