What does the CDMX Traffic Regulations establish?
Article 45 of the CDMX Traffic Regulations establishes that all motor vehicles must carry license plates in a visible manner. Driving without license plates can result in fines and the vehicle being held in a vehicle impound lot.
Steps to process the provisional permit to circulate without license plates in CDMX
If drivers do not have license plates, they can process a provisional permit that allows them to circulate legally for a period of 30 days. This procedure can only be done in person. Below, we explain how:
Generate your capture line and appointment
-Access the official portal of the Ministry of Finance through the following link: https://app.semovi.cdmx.gob.mx/citas/.
-Generate the capture line corresponding to the procedure.
-Schedule an appointment at one of the available Vehicle Control Modules.
Make the payment
The cost of the procedure is $257 pesos, and you can make the payment directly at the control modules or at the authorized institutions that appear on the Ministry of Finance page.
Gather the required documentation
You must bring the following documentation in original and copy:
- Current official identification with photograph (INE, passport, etc.).
- Proof of address (electricity, water, telephone bill, etc.), no older than three months.
- Document proving ownership of the vehicle (invoice or invoice letter).
- Proof of payment of rights (generated in the capture line).
- Proof of payment of ownership or renewal: For the current year and the previous 5 years, in the case of a used vehicle.
- Deregistration of license plates: If the vehicle is used or comes from another federal entity.
- Power of attorney (if applicable): If the procedure is carried out by a third party, they must bring a power of attorney signed in front of two witnesses.
Go to the corresponding module
Go to the module you selected on the day of your appointment and deliver the documents along with the proof of payment.
Receive your provisional permit
Once your documents are approved, you will receive a provisional permit valid for 30 business days. This document must be placed in a visible place inside the vehicle.
Request a new permit if necessary
If after 30 days you still do not have your definitive plates, you must complete the process again to avoid fines.
Important considerations
This permit does not exempt you from compliance with the Traffic Regulations, such as the Hoy No Circula program.
-Driving without plates or a permit can result in fines and the vehicle being sent to the impound lot.
-If you do not have plates or the corresponding permit, the penalties are as follows:
-Fine of 20 to 30 Measurement and Update Units (UMA), equivalent to $2,171.40 – $3,257.10 MXN.
-The vehicle may be sent to the vehicle impound lot.
