Mexico City (April 27, 2021).- A District Judge Specialized in the Accusatory System, of the Federal Justice Center in Mexico City, issued a new arrest warrant against the former head of the Criminal Investigation Agency (AIC), Tomás Zerón de Lucio, for his alleged responsibility in the crimes of forced disappearance of persons, torture and a coalition of public servants.
The Attorney General’s Office (FGR) pointed out that this arrest warrant issued on April 23rd will be added to the one already in Israel with a red card from Interpol, the country where the authorities have located Zerón de Lucio.
This new case of the crime of torture is to the detriment of Felipe Rodríguez Salgado, aka El Cepillo, a member of the criminal group Guerreros Unidos involved in the case of the disappearance of the 43 students from Ayotzinapa back in 2014.
In July 2020, a video was released in which Tomás Zerón de Lucio appears, participating in interrogation, in which El Cepillo is shown under torture conditions, inside the facilities of the Federal Investigation Agency of the then-Attorney General’s Office of the Republic.

According to the FGR “the objective of the torture was for the suspect (El Cepillo) to declare what he was being forced to do, in order to justify the so-called” historical truth.”
Likewise, the prosecution pointed out that on January 27, 2015, at a press conference of the former Attorney General of the Republic, Jesús Murillo Karam and Tomas Zerón, at that time director-in-chief of the Criminal Investigation Agency, reference was made to the arrest of Felipe Rodríguez, which confirms the acts of torture.
At present, the former official is a fugitive from justice after last September a federal control judge of the Reclusorio Oriente in Mexico City issued an arrest warrant against him for his alleged responsibility in the crimes of forced disappearance and torture against the administration of justice related to the Ayotzinapa case.
Last year, Zerón was located in Israel and the Mexican government has already requested the collaboration of that country’s government to bring this man to Mexico so he can face justice.
